New revised Bylaws available from ASPRS.

USA Selected as ISPRS Commission I Host, Dr. Stanley A. Morain, President for 2000-2004!

ASPRS is pleased to announce that the USA was selected to host Commission I (Platforms, Sensors and Imagery) for the period 2000-2004 with Dr. Stanley A. Morain as president and Amelia Budge as executive secretary. The USA was up against Germany in the voting that took place during a General Assembly of the XIXth Congress of the International Society for Photogrammetry and Remote Sensing (ISPRS) in Amsterdam, July 17-23.

As the recognized leader in launching the first civilian satellites and the first commercial, high-resolution satellite for Earth observations, the USA is in a very strong position to continue the work of Commission I. The first decade of the new millennium will bring profound changes in civilian and commercial satellite and airborne sensing systems; and through further development and Commission I efforts, these systems will provide new opportunities and technology challenges for image users worldwide.

ASPRS President Alan Mikuni, head of the USA delegation to the ISPRS Congress was pleased with the outcome of the Commission I election. “ASPRS developed a strong Commission I platform and offered a very credible candidate in the person of Stan Morain. It became apparent as the USA delegation lobbied other nations for their vote on this issue, that we had clear support from the majority of voting delegates. The USA won the vote by a wide margin.”

Morain is an internationally renowned remote sensing educator and scientist with more than 35 years of experience in image analysis for natural resources. Currently, he is director of the Earth Data Analysis Center at the University of New Mexico. He as also served as the chairman of Geography at UNM. Morain has assisted in program design, implementation, and evaluation in many countries, including Asia, Africa, and Central America; usually in the role of project team leader, chief-of-party, or chief technical advisor. Morain has been active in ASPRS for many years. He is a past president of ASPRS, and on behalf of our Society served as host for the XVIIth ISPRS Congress in 1992. Since 1996 he has served ASPRS as editor-in-chief of Photogrammetric Engineering and Remote Sensing, ASPRS’s monthly journal.

Since his election, Morain has begun working with interested delegates and other international leaders to organize Working Groups to advance the resolutions approved at the ISPRS Congress. The Working Groups identified will address topics in sensor calibration and validation, advanced commercial and government digital imaging systems, accessing and archiving data, advanced data operations, parameter standardization and calibration. One of the Working Groups will develop a digital directory of international platforms and sensors. In addition, Morain will assist in planning the Commission’s mid-Congress Symposium in conjunction with an ASPRS “Specialty Conference, ” which will be held in Fall 2002.
