
In Consultation with:
ASPRS, MAPPS
and ACSM have formed a joint committee that includes representatives from the
private sector, state and federal government agencies. This committee is in the
process of studying what constitutes professional vs. technical services and
what procurement mechanisms are appropriate for these services. The intent is
to provide an updated document to assist organizations and individuals in the
determination of when it is appropriate to procure geospatial services through
a qualifications-based selection process.
The focus of this effort is to provide a document outlining recommendations
for procurement methods which are, in the opinion of ASPRS, the best and most
appropriate means of procuring professional photogrammetry, remote sensing
services and related geospatial mapping services. The guidelines document is not intended
to establish any laws, rules or regulations. Furthermore, the focus of this
effort is on the procurement process of the subject services and not whether a
license should be required to perform them.

Proposed Future Activities:
ASPRS Board review and open comment period: The Executive Summary was distributed to all Spring Conference attendees and was available on this web site as a preliminary draft for review only for open review/comment. A draft of the complete document was submitted to the ASPRS Board and to the GIS Division for review and feedback during the months of May and early June. A final draft to incorporate this preliminary feedback will be posted on this page and also distributed via e-mail for comment and review by the broader GIS and mapping community. Feedback and comment from the mapping community will then be considered and integrated into a final document. Submittal of a complete draft for broad public review and comment is targeted for summer ’08.
Final document
and distribution: Upon approval by the ASPRS Board, the final
document
will be published in PE&RS and distributed to mapping
professionals through
a variety of means. The intent is to make the final document
readily
available to both mapping professionals and procurement personnel.
