This section provides detailed biographies of the current officers of ASPRS. The ASPRS Board of Directors consists of four officers elected by the membership at large: President, President-Elect, Vice-President and Immediate Past President; the Chairs of the five Councils: Region Officers Council, Technical Division Council, Early-Career Professionals Council, Student Advisory Council and Sustaining Members Council; and the appointed officers: Executive Director, Secretary, and Treasurer.
The ASPRS Board is comprised of individuals who have a wide range of credentials and experience in the related fields of photogrammetry engineering mapping and geospatial disciplines. Learn more about our current Board Officers below.
PRESIDENT: Thomas R. Jordan
Tommy Jordan is the recently retired Associate Director and current Lead Research Professional at the Center for Geospatial Research (CGR) Department of Geography at The University of Georgia (UGA). A member of ASPRS since 1979, Tommy is a Certified Photogrammetrist and Certified Mapping Scientist GIS/LIS. He received his B.S., M.A., and Ph.D. degrees in Geography with concentrations in Photogrammetry and Remote Sensing from UGA in 1979, 1981, and 2002, respectively. Tommy is a lifetime performing musician: singing and playing acoustic and electric guitar banjo and mandolin in a wide range of musical styles.
Dr. Jordan’s responsibilities at UGA have involved management of CGR research projects with emphasis on the geospatial components and the design and operation of the CGR computer systems databases web sites and networks. His primary research interests currently include unmanned aerial systems (UAS) Structure from Motion (SfM) photogrammetric methods and cross-discipline applications which integrate the full range of geospatial technologies.
Tommy is a member of the ASPRS Certification Committee and the ASPRS National Technical Planning Committee. He was Technical Program Co-Director of ASPRS 2014 Annual Conference in Louisville and served as the Master of Ceremonies for field demos and invited speaker at the first UAS Conference in Reno in 2014. He is a co-recipient of ESRI Special Achievement in GIS (SAG) Awards in 2009 and 2015. As a member of ISPRS, Tommy has attended most Congresses since 1992 (Washington DC), helped to organize the Commission IV Symposia in 1994 and 2010, and was invited to perform (playing guitar for an event in a castle!) at the 1996 ISPRS Congress in Vienna. He was Secretary of ISPRS Commission IV WG IV/6 (2000-2004) and Vice President of ISPRS Commission IV (2008-2012).
PRESIDENT-ELECT: Jeff Lovin
Jeff Lovin is Senior Vice President and Managing Principal of the Government Solutions Market at Woolpert, a national architecture, engineering and geospatial firm headquartered in Dayton, Ohio. During his 30 years with Woolpert, Lovin has developed a diverse technical background, as well as senior leadership expertise and advocacy experience. He has been integral to expanding and enhancing the firm’s geospatial capabilities and technology portfolio, while also building relationships with geospatial-data stakeholders from federal, state, local, private and academic sectors to better understand, advocate for and meet their needs.
He has worked closely with Woolpert’s multidiscipline teams to research, develop and adopt best practices in photogrammetry, GIS, lidar, remote sensing and unmanned autonomous systems (UAS) services—with capabilities ranging from data acquisition and processing to manipulation, storage and sharing. These services are shaped both by and for the stakeholders Lovin interacts with on a regular basis—which includes federal organizations such as the U.S. Geological Survey (USGS), National Oceanic and Atmospheric Administration (NOAA), Federal Aviation Administration (FAA), and U.S. Army Corps of Engineers (USACE), as well as state and local Departments of Transportation (DOTs), water management departments and GIS departments. He also engages with academia to develop curriculum, courses, and programs that align with current and emerging geospatial technology and best practices.
Since joining ASPRS in 1997 and becoming a Certified Photogrammetrist (#R1230) in 2003, Lovin has been an active member of the ASPRS community. In addition to being a part of the Sustaining Members Council since 2013, Lovin served as National Conference Co-Chair in the Fall of 2009; Professional Practice Division member; Early Career Professional’s Council mentor; National Technical Program Committee Chair; and Eastern Great Lakes Region President and Board Member. He has also participated in geospatial organizations such as the Coalition of Geospatial Organizations (COGO), Management Association for Private Photogrammetric Surveyors (MAPPS), and National Geospatial Advisory Council (NGAC).
As a part of his continued enthusiasm for and commitment to the geospatial profession, Lovin frequently speaks at conferences and workshops, writes and contributes to articles for trade magazines, and participates in discussions centered on enhancing geospatial capabilities. Topics he is most frequently speaks about include statewide and nationwide imagery and lidar acquisition strategy, UAS technology, coastal mapping and bathymetric lidar, and geospatial applications for emergency response.

IMMEDIATE PAST-PRESIDENT: Anne Hillyer
Anne Hillyer is a Cartographer in the Geospatial Services section of Bonneville Power Administration (US Dept. of Energy), a federal electrical utility serving Oregon, Washington, Idaho, and Montana. She has worked in photogrammetry and GIS since 1999. She currently leads a remote monitoring program that detects changes in habitat conservation areas using GIS data, sub-meter satellite imagery, and aerial photography. She serves as a Contracting Officer’s Technical Representative (COTR) for geospatial products. She developed a program for collecting 4-cm resolution orthoimagery of BPA facilities. She researched tested and implemented the first digital photogrammetry production system at Bonneville Power Administration.
Hillyer began her career in geosciences while working for the US Forest Service in 1990-1993 as a field botanist using aerial photography to locate sample plots. She has been an ASPRS-Certified Photogrammetrist since 2006, a Registered Professional Photogrammetrist in the state of Oregon since 2007, and a Certified Geographic Information Systems Professional (GISP) since 2008. She received a Bachelor’s degree in French from the University of Oregon and a Master’s degree in GIS and International Development from Clark University (1998).
A member of ASPRS since 1998 Hillyer served as Director of the Professional Practice Division in 2010-2012. She has been Vice President, President Past President, and Newsletter Editor for the Columbia River Region of the ASPRS. She served on several scholarship and awards committees between 2008 and 2012. Hillyer participated in the “Cut Score” activity to assist the ASPRS Licensure Exam Development Committee to develop a photogrammetry-specific national licensing exam, and served as a Board member on the Oregon State Board of Examiners for Engineers and Land Surveyors in 2013-2014.
Hillyer lives in Portland Oregon and works in Vancouver Washington. She enjoys travel hiking and kayaking in her spare time.
SECRETARY: Roberta E. (Bobbi) Lenczowski
Bobbi Lenczowski is an independent geospatial information-intelligence consultant. In addition she is outside Board Director for TechniGraphics, GeoEye, Fugro EarthData Inc., and the non-profit Leonard Wood Institute and supports the Academic Advisory Group of Sanborn.
Lenczowski retired in 2005 with 28 years of federal service from the National Geospatial Intelligence Agency (NGA) as executive director of the St. Louis operations. During her tenure in Washington DC, Lenczowski served three years as NGA’s Technical Executive. Prior to that she was Director of Operations with the National Imagery and Mapping Agency (NIMA) for over five years, serving as senior executive manager for the majority of NIMA’s professional employees and all imagery collection geospatial production and imagery analysis.
Lenczowski has served on several national advisory groups and study teams. In the 90s she represented DOD on the Board of the National Center for Geographic Information and Analysis a university consortium funded by NSF to build the national research agenda for geospatial studies. During the last five years of her federal caree,r she represented NGA on the National Oceanic and Atmospheric Administration’s Advisory Committee on Commercial Remote Sensing; the Department of Interior’s National Satellite Land Remote Sensing Data Archive Advisory Committee; and the Security Affairs Support Association.
Recognizing the importance of active participation in professional organizations, Lenczowski recently completed her second term in two decades as president of the ASPRS St. Louis Region. She is an Advisory Board member for the St. Louis Chapter of the National Defense Industrial Association is an individual member of the U.S. Geospatial Intelligence Foundation and has belonged to the Open Geospatial Consortium.
Lenczowski holds degrees from Creighton University St. Louis University and Washington University. She and her husband Jerry are parents to six adult daughters.
TREASURER: Dr. A. Stewart Walker
Stewart Walker is director product initiatives for BAE Systems’ Geospatial eXploitation Products (GXP®) business in San Diego California U.S.A. He holds MA MScE and PhD degrees in geography and geomatics from the universities of Glasgow New Brunswick and Bristol and an MBA from Heriot-Watt. He is an ASPRS-certified photogrammetrist and a Fellow of British Cartographic Society the Royal Geographical the Royal Institution of Chartered Surveyors and the Remote Sensing and Photogrammetry Society. He has authored approximately 200 technical papers.
After pursuing an academic career at the University of East London Stewart transitioned to the private sector in 1987 working in sales product management and business development for the Surveying and General Instrument Company Kern Leica LH Systems and Leica Geosystems in England Switzerland and the U.S.
Stewart became product manager for SOCET SET® in 1991 when Leica undertook worldwide distribution and joined BAE Systems in 2004. He is currently responsible for strategic growth and development of SOCET GXP® GXP Xplorer and GXP Platform products for image analysis geospatial analysis photogrammetry and mapping. He manages his business area’s R&D efforts and is involved in BAE Systems’ initiatives in new markets. He served for six years as an industrial advisor to the University of Newcastle upon Tyne.
He served as honorary secretary of the Photogrammetric Society in the 1980s and was secretary of ISPRS Commission IV from 1984 to 1988. He is currently Chair of The ISPRS Foundation. He has served ASPRS in various capacities including president in the year 2014-15 and is currently as interim treasurer; less recently he was president and national director of the Southwest US region.
Stewart lives in Poway California with his wife Sheila. His son Anton is a research analyst with HR&A Advisors in New York and his daughter Sophie is a management consultant with Mission Measurement in Chicago.
ACTING EXECUTIVE DIRECTOR: Jesse Winch
Jesse joined the administrative staff of ASPRS in 1998 shortly after Jim Plasker was appointed Executive Director. He worked closely with Jim and Kim Tilley (RIP) over the next 18 years as Program Manager for the ASPRS Certification program and Scholarship Administrator for the Awards and Scholarships program. His work also involved governance and logistic support for the Board of Directors Division and Region Officers and Committee Chairs.
Jesse provided administrative support to Jim Plasker to bring the ASPRS Foundation back under ASPRS aegis after many years as the multi-organizational “International Geographic Information Foundation” and today serves as the Foundation’s Interim Executive Director.
He has worked closely with Past Presidents Mike Renslow on the Evaluation for Certification Committee and Al Stevens on the Awards Committee. He received a Presidential Citation in 2011 from the late President Carolyn Merry for “…his excellent and timely support to the many volunteers serving on the numerous selection committees” and a special award from The Awards Committee that same year and a second Presidential Citation in 2015 from President Lynn Usery for his “exceptional service to the Awards Program…”.
Before coming to ASPRS Jesse was Director of Education Programs and Member Services for URISA and as Headquarters Manager supervised all staff functions during a 7-month Executive Director search.
Jesse holds a Master’s degree in African Studies from Howard University a degree he earned after serving two years in the Peace Corps in the Niger Republic. In his “other life” he is a respected Irish traditional musician and in 2012 was inducted into the Hall of Fame for the Mid-Atlantic Region of the Dublin-based Irish cultural organization Comhaltas Ceoltóiri Éireann (Irish Musicians Association). In October 2016 Jesse his brother Terence and nephew Michael released their latest CD “This Day Too” to great acclaim!
He lives in Silver Spring Maryland with his wife Francesca and their kids, Fiona and Patrick, both of whom are students at Penn State University.
