ASPRS Task Force on UAS

Established:  3/22/2014

 

Mandate:  Development of recommendations to the ASPRS EXCOM and Board of Directors related to positioning of UAS within the ASPRS structure and establishment of a plan of action to position ASPRS as the authoritative organization for UAS metric mapping within the United States.

ESTABLISHED GOALS FOR UAS IMPLEMENTATION WITHIN ASPRS

1.       Implement something immediately/very soon.

2.       Facilitate evolution into other longer term structures as warranted

3.       Provide direct visibility/presence and accessibility to members establishing ASPRS as primary source for UAS activities related to metric mapping

4.       Solution must be able to manage/facilitate multiple critical activities which may include:

a.       Regional UAS conferences (test sites universities other)

b.      Larger scale annual conference comparable to ILMF (potentially)

c.       Webinars

d.      Web page and resources

e.      Linked-in/social media newsfeeds

f.        Certification Issues (potentially could be separate certification for returning military or in the short term it could be development of body of knowledge for testing through existing certifications)

g.       Track/report on FAA/regulatory issues of interest to members

h.      Support and collaboration with AUVSI related to legislative policy and regulations

i.         Maintain subject matter experts as a resource to develop best practices review journal papers etc.

j.        Development of Technical Standards and Best Practices for:

                                                             i.      UAS sensor calibration (acquisition)

                                                             ii.      Control accuracy flight planning and other acquisition requirements for metric mapping (acquisition and applications)                                                         

                                                             iii.      Software production accuracy reporting and other considerations for metric mapping deliverables (applications)

 

RECOMMENDED ACTIONS FOR UAS IMPLEMENTATION WITHIN ASPRS

1.       Create an ASPRS UAS website domain

a.       Create an online presence similar to Gene Roe’s LiDAR News which links to the UAS ASPRS website.

b.      This work is already underway under http://uas.asprs.org/

2.       Create a UAS Division within ASPRS

a.       Rationale for a new Division rather than a working group or affinity group includes:

                                                               i.      The Division structure is already established and understood by our veteran members and it is from this pool of veteran members that we need to draw leadership for the UAS tasks at hand.  The broader call for volunteers and subject matter experts can place people within UAS committees operating within the Division and under the leadership of veteran ASPRS members.

                                                             ii.      The UAS Division fits into the existing ASPRS structure and elevates UAS to the highest level within the structure.  Placing UAS at the highest level provides the stature required at this time to stimulate volunteer activity and new membership.

                                                            iii.      When ASPRS undertakes reorganization of its structure the UAS Division will have had sufficient time to reach a critical mass and forward momentum in order to withstand restructuring.

                                                           iv.      The amount of work required in a short period of time necessitates the need for a large volunteer base and multiple committees which are currently best organized at a Division level.

b.      Process to establish an UAS Division:

                                                               i.      Bylaws requirements for the establishment of a new Division require xx signatures.  Recommendation for an online electronic database method of signature gathering.

                                                             ii.      Model the process from the successful steps used to create the LiDAR Division from a PAD committee i.e. move the existing UAS committee from its position under PDAD to a full Division status.

c.       Committees within the Division to include:

                                                               i.      Outreach:  Conference organizing webinars internet presence volunteer coordination.

                                                             ii.      Certification:  Establishment of certification for UAS operators (with immediate attention to providing service to returning military personnel with UAS operation skills).

                                                            iii.      Coordination (Liaison):  Liaison with the FAA reporting to ASPRS on FAA regulatory issues maintaining the website data on FAA regulatory issues.  Coordination with AUVSI and other UAS organizations.

                                                           iv.      Standards/Best Practices:  Development of technical standards and best practices on UAS metric mapping.

3.       Outreach

a.       Recruitment of active participants in the UAS Committees

                                                               i.      Prior to significant outreach the UAS committees must be established and possess at least a committee chair in order to handle the influx of interested people effectively.  The outreach committee will need to provide timely response to all requests for participation and the additional committees will need to have a structure in place in order to place volunteers into meaningful involvement.

                                                             ii.      Outreach will include:

1.       ASPRS email blast(s)

2.       Addition of UAS into the list of Division preferences for new members

3.       PE&RS articles

4.       Internet / social media / news feeds

4.       Termination of the ASPRS UAS Task Force

a.       When steps 1-3 above are complete the task force will dissolve and further initiatives will take place within the established UAS Division.
