Background

Over the past ten years technologies for generating, maintaining and using 3D geo-information have matured. In addition many local governments have 3D models of the city, a large number of companies are providing services for constructing 3D models, and universities and research organisations are investigating 3D technologies (3D re-construction, data management, validation visualisation and Web services). Yet many (governmental) organisations face numerous challenges in introducing 3D applications and technologies in their day-to-day processes. Despite the practical difficulties, it is clear that 3D information is becoming increasingly important in many applications. For national mapping agencies one of the challenges is how to best extend their 2D mapping activities into 3D. In this workshop we will exchange knowledge, experiences and issues on how to create and provide 3D data from existing 2D data sets. The alignment to the international 3D standard CityGML is an important topic of the workshop. This OGC standard originated in academia in Germany (Bonn, TU Berlin) and was originally defined as an exchange format. Currently it is also – and especially – used as an information model for representing 3D spatial objects. Since (2D) footprints and roof-edges are supported in version 2.0 of CityGML, the standard is specifically suited to integrate 2D and 3D data sets.

Workshop objectives

The objectives of the workshop are to discuss the benefits and barriers to the provision of 3D geospatial data and related services by NMAs and explore the relationship between 2D and 3D data. The workshop will also identify the potentials of the CityGML standard and define requirements for future developments of the standard.

Workshop format

Active participation is considered important and therefore all participants are encouraged to present a short paper on the developments “from 2D to 3D mapping” in their country. These papers will be collected and distributed to the attendees by the end of December.
During break out and brainstorm sessions, the benefits and barriers for 3D mapping will be extensively discussed.

OGC will provide a presentation on CityGML, including plans and visions. OGC will also actively contribute to the discussions.

  • Develop 3D out of existing 2D data
  • Boundary between construction/design (i.e. BIM/IFC) data and 3D geo-data
  • Maintenance of 3D data
  • 3D and provision of web services
  • Extension requirements of CityGML for individual countries/ ADE registry

  • Establish if there’s need for a follow-up pilot activity

The outcomes will be obtained from the facilitated brainstorming sessions as well as the short papers that will be asked as input from the attendees in advance of the workshop.
