Bill will be working remotely from his Oneida, IL office where
he is the owner/president of Innovative Media Solutions.
His company specializes in sales services for national and
international associations. Bill has a Bachelor of Arts in
journalism from Western Illinois University and previously
worked as the sports information director at Knox College
(IL). He has also served as an editor, writer and publications
manager for newspapers and other organizations.

The ellipsoid of reference is the WGS84 where a = 6,378,137

= 298.257223563. Because most of our UNO
graduate students on the project were visiting professors
from the ESPOL University in Guayaquil, the name was
dubbed the “ESPOL La Rotonda Grid.” The city has recently
contracted with IGM for a new cadastral mapping system and
GIS. They are continuing with the new Datum and Grid. IGM
is currently participating in the SIRGAS project to establish
a single, unified datum for all of South America using GPS
techniques with technical assistance from NIMA.

Ecuador has been adjusted to the new South American Da-
tum called “SIRGAS95,” Epoch 1995. The original classical
network was re-observed with GPS collocation at 135 stations,
and the Republic now has 35 Continuously Operating Refer-
ence Stations (CORS), managed by the IGM. Transformation
parameters from PDAD56 to SIRGAS95 in Ecuador are not
publically available at the IGM website at present.
